Small, Minority, Woman, and Veteran-owned Business (SMWVB) Enterprise Program Policy

Highlights:

• Minority and Woman-owned Businesses will need to be dually certified as a “Small Business Enterprise” to participate in the program.
• Small, Minority, and Woman-owned Business Enterprises will need to have an office in the San Antonio Metropolitan Statistical Area to participate in the program.
• Minority and Woman-owned Business Enterprise Goals will be updated.
• The number and percentages of Veteran-owned Business Enterprises who submit bids or proposals will be tracked for data-keeping purposes.
• The South Central Texas Regional Certification Agency will become the primary source for SMWVB certification.
• Sanctions for non-compliance with the SMWVB Program will be proposed.
• Scoring of Engineering, Professional Services, and Alternative Delivery Construction solicitations will be simplified.
