SAWS anticipates issuing a best value bid for wastewater flow monitoring services in the next few weeks. The bid will require the successful vendor to install two-hundred twenty (220) flow meters and fifty (50) rain gauges for use within the existing wastewater collection and conveyance system to determine existing flow conditions, to investigate Inflow and Infiltration (I&I), to calibrate the hydraulic model, and to be used as a warning tool for main surcharging and sanitary sewer overflows (SSO).  As part of the evaluation, bidders are required to install one flow meter and one rain gauge at a location specified by SAWS Wastewater Master Planning Department within 1 week after the issuance of the bid.   These equipments will be removed a day after the date of opening of bid pricing. Bidders need to specify one type of flow meter or rain gauge that will be used during the period of the contract. The bidder can propose more than one type of flow meter and rain gauge; however each type must be submitted as a separate bid package. All types of flow meter and rain gauge equipment planned to be included in the submittal package must go through the evaluation period. The bidder will be required to provide SAWS with technical support in accessing the data from the flow meters and rain gauges during the evaluation period and the contract period. Bidders will be required to provide a compliant Insurance Certificate prior to testing of equipment.
