San Antonio Water System

INVITATION FOR COMPETITIVE SEALED PROPOSALS

Solicitation No. B-13-030-MR

Sealed Proposals are requested by the San Antonio Water System for the purpose of retaining a Contractor to furnish all labor, materials, equipment and supervision to clean, dewater, and inspect designated sanitary sewer siphons and designated adjacent mains. Work also includes setting up and maintaining flow diversion operations; internally coating designated siphon inlet boxes and outlet boxes and designated manholes; rehabilitating the portion of the siphon inlet and outlet pipes above the waterline; conducting any necessary internal CIPP point repairs in siphons up to 24 inches in diameter to correct defects found during the inspection of the designated siphons; conducting any necessary open cut point repairs to correct defects found during the inspection of the designated mains; installing a cured-in-place pipe (CIPP) liner in designated mains adjacent to the siphon; adjusting manholes; replacing rings and covers on manholes and siphon boxes; establishing traffic control; acquiring global positioning system (GPS) coordinates of the siphon boxes and the designated manholes; submitting map corrections; data management; and site restoration. The work is for the Sanitary Sewer Cleaning, Inspection, and Repair of Designated “Year 1” Siphons Project, SAWS Job No. 13-0113(O&M) and 13-4812 (CIP).

A Mandatory Pre-Proposal Meeting will be held at 12:30 p.m. (CT), on June 7, 2013 at the San Antonio Water System’s Customer Service Building, 2800 U.S. Hwy 281 North, San Antonio, Texas, 78212, 1st floor, Conference Room 145. Please be advised that under no circumstances shall any late or non-attendees to the Mandatory Pre-Proposal Meeting be allowed to submit a proposal for the project.  

Sealed proposals will be received by the Contract Administration Division, 2800 U.S. Hwy 281 North, Customer Center Building, Suite 171, San Antonio, Texas 78212, until 2:00 p.m. (CT), June, 17, 2013. This solicitation requires a Good Faith Effort Plan and a Conflict of Interest Questionnaire, which should be included as part of the proposals and will become part of the contract documents. In addition, each proposal must be accompanied by a cashier's check, certified check, or bid bond in an amount not less than five percent of the total price proposal.
