The San Antonio Water System (SAWS) is pursuing Requests for Qualifications (RFQ) forprofessional engineering services for the Steven M. Clouse WRC Biogas Production and MarketingEvaluation Study project (“Project”). Statements of Qualifications (SOQs) from interested firms(Respondents) are being accepted in connection with this Project, which will require the scope ofservices to be performed by a qualified professional engineering firm. The selected firm shallprovide engineering services entailing planning, engineering evaluations, studies, reports,preliminary engineering, cost estimating, life cycle analysis, and overall project managementservices for the evaluation for the Project.

The objective of the Project is for the selected consultant to perform a detailed evaluation of currentand future biogas production, evaluate alternatives for optimizing use and/or sale of biogasproduced to fulfill plant energy needs, and make recommendations regarding the most cost-effective alternative for using and/or selling biogas at the plant in the long-term.

The anticipated services will include project management and coordination, conceptualevaluations, scenario modeling, preliminary engineering, cost estimating, and other services asnecessary for the Project.
