The San Antonio Water System (“SAWS”) is pursuing a request for qualifications (“RFQ”) seeking the services of a qualified consulting firm (“Respondent”) to help SAWS develop a short and long-term strategy for its district cooling system (DCS) which includes its buildings, equipment, distribution systems, easements and rights of way, and contracts for chilled water service (collectively, the “DCS”). Key business plan components shall include at a minimum cost of service analysis and associated rate structure/design, development of management and staffing plans, development of a marketing and communications plan, efficiency and optimization enhancements, reviewing operational and maintenance procedures and making recommendations, etc. The general objective of the Project is to develop an all-encompassing strategy to ensure the sustainability and potential growth of SAWS’ DCS, maximize the community benefit, and support San Antonio’s climate action goals.
