REQUEST FOR COMPETITIVE SEALED PROPOSALS

(RFCSP)

Competitive sealed proposals are requested by the San Antonio Water System (SAWS) for the implementation of a single, consolidated platform to provide monitoring and control of the entire water production system, recycle water system and wastewater collections stations with the utilization of the Rockwell PlantPAx hardware and software platform for the Production Control System Upgrade Project (PCS), SAWS Job No. 16-6001.

Due to the confidentiality of the content, the specifications and drawings will only be made available to the Prime Consultants submitting a Proposal.  Please submit your requests in writing via email to Janie.Powell@saws.org.

A non-mandatory pre-proposal meeting will be held at 10:00 AM (CDT) on July 10, 2018 at the SAWS’ Customer Center (Tower II) Building, 1^st floor, Conference Room CR-C145, 2800 U.S. Hwy 281 North, San Antonio, Texas 78212.

Answers to the questions will be posted to the SAWS’ website by 5:00 PM (CT) on July 18, 2018 as a separate document or included as part of an addendum. Be advised that firms responding to this RFCSP (Respondents) are prohibited from communicating with any other SAWS staff, the Consultant, the Developer, or COSA officials regarding this RFCSP up until the contract is awarded as outlined in the Instructions to Respondents.

Sealed proposals will be received by Counter Services in the Customer Service office across from the Guard Station at the SAWS’ Customer Center (Tower II) Building, 1^st floor, 2800 U.S. Hwy 281 North, San Antonio, Texas 78212, until 10:00 AM (CDT), on July 25, 2018.  Proposals will then be publicly opened and read aloud by the Contract Administration Department in SAWS’ Customer Center (Tower II) Building, 1^st floor, Conference Room CR-C137, 2800 U.S. Hwy 281 North, San Antonio, Texas 78212. Each proposal must be accompanied by a cashier's check, certified check, or bid bond in an amount not less than five percent of the total proposal price submitted by the Respondent.
