Sealed bids are requested by the San Antonio Water System for the rehabilitation of sanitary sewer main identified by televised inspection to be in very poor condition. This project is part of the EPA Consent Decree Early Action Program. Each year, SAWS is required to inspect high risk pipe to evaluate its condition and to take the necessary action to prevent sanitary sewer overflows. The areas identified for rehabilitation were evaluated to determine the most cost effective rehabilitation method. This project will fund rehabilitation of approximately 4 miles of small diameter (8” to 18”) sewer mains utilizing pipe bursting and cured-in-place pipe methods for the East Sewershed Package I Project, SAWS Job No. 16-4515.

Please be advised that Bidders are prohibited from communicating with any other SAWS staff, the Consultant, the Developer, or City of San Antonio officials regarding this IFB up until the contract is awarded as outlined in the Instructions to Bidders.

A non-mandatory pre-bid meeting will be held at 10:00 AM (CT) on March 16, 2017 at the San Antonio Water System’s Customer Service Building, 1st floor, Conference Room CR-C145, 2800 U.S. Hwy 281 North, San Antonio, Texas. Please be advised that under no circumstances shall any late or non-attendee(s) to the Mandatory Pre-Bid Meeting be allowed to submit a bid for the project.

Sealed bids will be received by the Contract Administration Division, 2800 U.S. Hwy 281 North, Customer Center Building, Suite 171, San Antonio, Texas 78212, until 9:30 AM (CT), March 28, 2017.  Bids will then be publicly opened and read aloud in Contract Administration, CR-C145, Customer Center Building, 2800 U.S. Hwy 281 North, San Antonio, Texas. Each bid must be accompanied by a cashier's check, certified check, or bid bond in an amount not less than five percent of the total bid price.
