San Antonio Water System (SAWS) seeks to establish a proactive water pipeline assessment program to reduce water loss, reduce the risk of water main failure due to potential structural deficiencies, and avoid full scale pipeline replacement projects in favor of small, targeted repair or replacement projects. In support of this program SAWS desires to engage a professional service firm specializing in the condition and risk assessment of pressurized water pipelines.

The scope of work to be performed by the selected firm will vary depending on the specific pipeline to be inspected whose variables may include: pipe diameter, material, total length, length between access points, flow, pressure, duration of available shutdowns etc.  The primary pipe materials that are to be inspected are, pre-stressed concrete steel cylinder pipe (PCCP); ductile iron pipe (DIP); bar wrapped concrete cylinder pipe (BWP); reinforced concrete pipe (RCP); steel, cast iron pipe (Cl); asbestos cement (AC); poly vinyl chloride (PVC); and high density polyethylene (HDPE).

The selected firm must produce and deliver to the SAWS Project manager, a final report, signed and sealed by a registered professional Engineer, summarizing locations along the pipelines where leaks, air pockets, and other anomalies are detected.  The report should also include entries indicating the level of pipe degradation associated with each anomaly, or an explanation of what the anomaly represents.

The estimated contract value for these services is for a multi year contract, beginning in October 2016 thru December 2019.
