Sealed proposals are requested by the San Antonio Water System for the construction of pump mixing systems for Digester Nos. 5, 6, 7 and 8, the cleaning of Digester Nos. 1 through 8 and 10, dome liner, crack and floor repairs for Digester Nos. 5, 7 and 8, the removal and replacement of gas system and dome appurtenances, the removal and replacement of sludge valves and heat exchangers associated with Digester Nos. 5, 6, 7 and 8, the installation of digester hot water distribution upgrades for Digester Nos. 1 through 8 and 10, the removal and replacement of Boiler No. 1, the removal and replacement Boiler Area LP gas piping, valves, canopy roof, and sump pumps, the removal and replacement of the hot water recirculation pumps, the demolition of the Iron Sponges and Digester Building, in addition to structural, site grading, yard piping, digester gas piping, painting and coatings, and electrical, instrumentation and controls improvements as shown in the Contract Documents for the Steven M. Clouse WRC Digester Mixing and System Enhancements Phase 3 Project, SAWS Job No. 20-6501.

A non-mandatory site visit will be held at 9:00 AM and 11:00 AM on January 5, 2022 at the San Antonio Water System’s Steven M. Clouse WRC located at 3495 Valley Rd. San Antonio, TX 78221. The subsequent document “Request for Competitive Sealed Proposal” - Attachment A: Site Visit Procedures” is hereto made part of this specification section and includes procedures that shall be followed to attend the pre-proposal site visit meeting. Due to the present COVID-19 pandemic, each respondent wishing to visit the site shall review and strictly adhere to the requirements, including the requirements to RSVP, as described in “Request for Competitive Sealed Proposal - Attachment A: Site Visit Procedures” and Centers for Disease Control and Prevention (CDC) guidelines.

Answers to the questions will be posted to the web site by 4:00 PM (CST) on February 17 10 January 19, 2022 as a separate document or included as part of an addendum. Please be advised that firms responding to this RFCSP (Respondents) are prohibited from communicating with any other SAWS staff, the Consultant, the Developer, or COSA officials regarding this RFCSP up until the contract is awarded as outlined in the Instructions to Respondents.

Due to the COVID-19 emergency and to protect the health of the public, SAWS is implementing new procedures for the submission of proposals. Proposals will be received electronically only, until 10:00 AM (CST), March 1 February 17 January 27, 2022. Electronic proposals will be received via the secure SAWS FTP site. See the Electronic Proposal Opening Instructions attachment for additional information regarding an electronic proposal submittal. Electronic proposals shall be accompanied by a bid bond in an amount not less than five percent of the total proposal price. (Or, if providing SAWS with a cashier's check or certified check in an amount not less than five percent of the total proposal price, SAWS will request this within 24 hours from the Respondent who did not submit a bid bond). Proposals will then be publicly opened and read aloud by Contract Administration via WebEx.

Respondents will need to submit a request by February 28 16 January 26, 2022 at 10:00 AM (CST) to receive access to the File Transfer Protocol (FTP) site via email to Stella.Manzello@saws.org. Respondent’s email requesting access to the FTP site shall provide the legal name of Respondent’s company and the intended recipient’s email address and phone number. No requests for FTP site access will be accepted after February 28 16 January 26, 2022 at 10:00 AM (CST).
