2016 METER READING SERVICES PROGRAM

Objective

 

The San Antonio Water System (SAWS) is seeking proposals from qualified proposers to provide water meter reading services in accordance with the terms, conditions, and scope of services contained in this Request for Proposals (RFP).  The firm selected will provide water meter reading services for up to 3,210,468 residential and commercial water meters, during a twelve month period (service period), for three years with one option to extend for one additional year.

 

Background

 

SAWS is a public utility owned by the City of San Antonio and is the largest municipally-owned water, wastewater, chilled water, and recycled water utility in Texas.  SAWS provides service to approximately 400,000 accounts in the City and Bexar County which totals approximately 1.7 million residents.  The System has approximately $4.4 billion in assets and $440 million in annual revenues. The System employs approximately 1,700 personnel and maintains more than 10,000 miles of water and sewer mains.

 

SAWS utilizes a staff of 42 meter readers to manually read approximately 496,000 water meters on a monthly basis throughout the entire City and Bexar County. These employees perform meter reading collection via walking and mobile routes with handheld devices for consumption data input. The reading routes vary in size, based on schedule, cycle, and count.  The water meters within these routes have varying sizes from 5/8” to 10” meters.
