Legal Counsel for Small, Minority, Woman-Owned Business Program

SAWS is currently creating a Small, Minority and Woman-Owned Business (SMWB) policy to reflect the results of a disparity study using SAWS contracting data from 2002 through 2006. This study was conducted by MGT of America, Inc., for a regional consortium that included SAWS, the City of San Antonio, the Alamo Regional Mobility Authority, Brooks City Base, CPS Energy, the Edwards Aquifer Authority, Port San Antonio, the San Antonio Housing Authority, and University Health System. The SMWB policy has been drafted by a national expert and it is SAWS’ intention to seek Board of Trustee approval of the new policy during the fourth quarter of 2012.
The San Antonio Water System (SAWS) is seeking outside legal counsel to assist the SMWB Program Manager (Program Manager) in the development and implementation of procedures to encourage the utilization of small, minority and woman owned business enterprises that would be consistent with the newly created SMWB policy and the applicable Texas procurement statutes. The successful respondent must be licensed to practice law in the State of Texas and have experience and/or specialize in SMWB-type policy implementation for public agencies. In addition, the successful respondent should have experience in guiding public agencies through the disparity study process, from procuring a firm to conduct the next disparity study, to interpreting the results and providing recommended changes to existing SMWB policies (to reflect new results), and updating the applicable procedures, as needed. The successful respondent will propose a team approach to developing policy implementation procedures. Non-attorney consultation may be included.
