 REQUEST FOR QUALIFICATIONS

Medio Creek Water Recycling Center (WRC) is currently authorized to discharge an annual average of up to 16 mgd to the unclassified portion of Medio Creek. Discharges flow approximately 8.3 miles to O. R. Mitchell Lake. For Texas Pollutant Discharge Elimination System (TPDES) permit water quality modeling purposes, O. R. Mitchell Lake is currently treated as a perennial impoundment. The Texas Commission on Environmental Quality (TCEQ) is currently reviewing an application by the San Antonio Water System (SAWS) for renewal of the TPDES permit for the Medio Creek WRC. As part of the review of that application, the TCEQ has suggested that a Hydrological Study of the effect of discharges from the Medio Creek WRC to O.R. Mitchell Lake be conducted to help inform the TCEQ’s determination of appropriate permit limits for those discharges. SAWS is therefore pursuing professional consulting services for the Hydrological Study of O.R. Mitchell Lake (“Project”) and is accepting Statements of Qualifications in connection with the Project, which will require a Scope of Services to be performed by a qualified consultant or consulting firm. The services will include developing and evaluating the results of a water balance for O.R. Mitchell Lake to verify size and condition in the absence of discharge flows from the Medio Creek WRC. This effort will support renewal of the TPDES discharge permit for the Medio Creek WRC.
