Sealed bids are requested by the San Antonio Water System for the construction of a new bulk sodium hypochlorite storage and injection system for the East Houston St. Pump Station Disinfection System Upgrades Project, SAWS Job No. 21-6002. Construction includes, but is not limited to, the following:

•        Two (2) bulk sodium hypochlorite storage tanks, water softener, dilution system, day tank, chemical metering                    pumps, eye  wash,  water quality analyzers, and FRP equipment building installed on a  concrete slab                                             foundation           with stainless-steel canopy.
•        New manhole and injection quills for injection of sodium hypochlorite into the incoming reclaimed  water            supply line.
•         New electrical panel, duct banking, fiber optic cable, and PLC for the FRP equipment building.
•         New site security cameras.
•         New piping and connections to existing water and sewer systems to provide potable water and drainage.
•         Installation of new fencing, entrance gate and gate controller.
•         Site grading and area paving.
•         Demolition of existing chlorine injection system and associated electrical and power services.

A non-mandatory site visit will be held by RSVP only beginning at 2:00 PM (CDT) until 3:00 PM (CDT) on August 23, 2022 at 3930 E. Houston St., San Antonio, TX 78220, (initially meet at 3930 E. Houston St.,  San Antonio, TX 78220-meter customer parking). The subsequent document “Invitation to Bidders” - Attachment A: Site Visit Procedures” is hereto made part of this specification section and includes procedures that shall be followed to attend the site visit meeting. Due to the present COVID-19 pandemic, each respondent wishing to visit the site shall review and strictly adhere to the requirements, including the requirements to RSVP, as described in “Invitation to Bidders - Attachment A: Site Visit Procedures” and Centers for Disease Control and Prevention (CDC) guidelines.

Answers to the questions will be posted to the web site by 4:00 PM (CDT) on August 25 29, 2022 as a separate document or included as part of an addendum. Please be advised that Bidders are prohibited from communicating with any other SAWS staff, the Consultant, the Developer, or City of San Antonio officials regarding this IFB up until the contract is awarded as outlined in the Instructions to Bidders.

Due to the COVID-19 emergency and to protect the health of the public, SAWS is implementing new procedures for the submission of bids. Bids will be received either Electronically or through Sealed bids, until 9:00 9:00 AM (CDT), September 2, 2022 September 7, 2022. Electronic bids will be received via the secure SAWS FTP site. Sealed bids will be received by Contract Administration, 2800 U.S. Hwy 281 North, Tower II, Customer Center Building, via a drop box located on the left wall when walking through the first set of double glass doors of the main Tower II entry on the north side of the building, San Antonio, Texas 78212. See the Electronic Bid Opening Instructions attachment for additional information regarding an electronic bid submittal. Electronic bids shall be accompanied by a bid bond in an amount not less than five percent of the total bid price. (Or, if providing SAWS with a cashier's check or certified check in an amount not less than five percent of the total bid price, SAWS will request this within 24 hours from the apparent low bidder. Sealed bids must be accompanied by a cashier's check, certified check, or bid bond in an amount not less than five percent of the total bid price. Bids will then be publicly opened and read aloud by Contract Administration via WebEx.

 If Bidders intend to submit bids electronically, Bidders will need to submit a request by September 1, 2022 by 9:00 AM September 6, 2022 by 9:00 AM (CDT) to receive access to the File Transfer Protocol (FTP) site via email to Susan.Rodriquez@saws.org. Bidder’s email requesting access to the FTP site shall provide the legal name of Bidder’s company and the intended recipient’s email address and phone number. No requests for FTP site access will be accepted after September 1, 2022 September 6, 2022 by  9:00 9:00 AM (CDT).
