A.   Objective

The San Antonio Water System(SAWS), is pursuing Request for Qualifications (RFQs) for professional services for the 2023 - 2024 Water Main Condition Inspection and Assessment (CI&A) Support Work Order Contract (Project). Statements of Qualifications (SOQs) from interested firms (Respondents) are being accepted in connection with this Project, which will require the scope of services to be performed by qualified firms. The selected Respondent shall provide professional services, planning, subsurface utility engineering services (SUE), and project management to support water main condition inspections. An estimated 20 - 30 miles of water main will be inspected annually in 2023 and 2024. The scope of work does not include the water main condition inspection and assessment; however, the firm is expected to coordinate closely with the inspection vendor prior, during, and after inspections. Projects will be identified as needed by SAWS and will be coordinated with the respondent through unspecified work orders.

The anticipated services will include project management and coordination with SAWS and the SAWS inspection vendor, planning and preparations, permitting, utility locates, coordination with COSA, TXDOT, Bexar County, and other small municipalities or entities in which SAWS must coordinate with for field activities in the ROW. Services also include vacuum excavation pothole services, valve cleaning, pothole restoration, traffic control planning and management, surveying, GIS data collection, weekly status updates, monthly progress reports, and other services as needed for projects with a similar scope. These   services will be a focused effort to assist in the water main condition inspection and assessment program as performed by SAWS, with an estimated assessment of 20 – 30 miles annually. SUE Quality Level services A, B, C, and D (defined below) are anticipated.
