Regarding the Provision and Delivery of Alternative Water Supplies

The San Antonio Water System ("SAWS"), herein after called "System", requests competitive sealed proposals for a water supply to supplement the System's future water inventory on terms described in this Request for Competitive Sealed Proposal (RFCSP). This RFCSP is being made pursuant to Section 252.021 of the Texas Local Government Code. The System has recently completed a review and revision of its fifty-year water management plan. In reviewing this plan in relation to this Request for Competitive Sealed Proposal, the System has determined that it could accept up to a maximum of 20,000 acre-feet of water per year beginning in 2020 and may gradually increase the quantity by 1,500 acre-feet per year beginning in 2021.
The additional supply is intended to supplement and potentially diversify SAWS' existing and projected water inventory, which consists of Edwards Aquifer Withdrawal Permits from the Edwards Aquifer Authority, Trinity Aquifer groundwater, Carrizo Aquifer groundwater, Canyon Lake surface water, recycled water, Brackish Desalinated Wilcox Aquifer groundwater, and water stored in the System's Aquifer Storage and Recovery (ASR) reservoir. SAWS is interested in proposed projects that would deliver water to the System's distribution infrastructure at predetermined locations in Bexar County.
The System has determined that competitive sealed proposals would provide the best value for the System in acquiring a new water supply.
