Sealed proposals are requested by the San Antonio Water System for the rehabilitation and construction of 1.0 million gallon East Houston St. Ground Storage Tank Rehabilitation Project, SAWS Job No. 22-0106.

A mandatory Site Visit will be held at 10:00 AM (CDT) on May 4, 2023 May 11, 2023, at 3930 E. Houston Street, San Antonio, Texas 78220.  Attendees should wear proper Personal Protective Equipment (PPE) during the site visit.  This includes, but is not limited to hard hats, hearing protection, safety glasses, safety vests and steel-toed boots.  Please be advised that under no circumstances shall any late or non-attendee(s) to the Mandatory Pre-Bid Meeting and Site Visit be allowed to submit a bid for the project. See Attachment A -Site Visit Procedures to attend the site visit meeting.

 A 2^nd Mandatory Pre-Proposal meeting will be held at 10:00 A.M. (CDT) on May 23, 2023 at 3930 E. Houston Street, San Antonio, Texas, 78220 (map included in attachments). A 2^nd  Mandatory Site Visit will be held at 11:00 AM (CDT) on May 23, 2023, at 3930 E. Answers to the questions will be posted to the web site by 3:00 4:00 PM (CDT) on May 15, 2023 June 1, 2023, as a separate document or included as part of an addendum. Be advised that firms responding to this RFCSP (Respondents) are prohibited from communicating with any other SAWS staff, the Consultant, the Developer, or COSA officials regarding this RFCSP up until the contract is awarded as outlined in the Instructions to Respondents.

Proposals will be received electronically only, until 10:00 AM (CDT), May 23, 2023 June 8, 2023. Electronic proposals will be received via the secure SAWS FTP site. See the Electronic Proposal Opening Instructions attachment for additional information regarding an electronic proposal submittal. Electronic proposals shall be accompanied by a bid bond in an amount not less than five percent of the total proposal price. (Or, if providing SAWS with a cashier's check or certified check in an amount not less than five percent of the total proposal price, SAWS will request this within 24 hours from the Respondent who did not submit a bid bond). Proposals will then be publicly opened and read aloud by Contract Administration via WebEx.

Respondents will need to submit a request by 10:00 AM on May 22, 2023  10:00 AM on June 7, 2023 (CDT) to receive access to the File Transfer Protocol (FTP) site via email to Susan.rodriquez@saws.org.  Respondent’s email requesting access to the FTP site shall provide the legal name of the Respondent’s company and the intended recipient’s email address and phone number.  No requests for FTP site access will be accepted after 10:00 AM on May 22, 2023 10:00 AM June 7, 2023 (CDT).
