Sealed proposals are requested by the San Antonio Water System for the construction of pump station improvements at three existing sites located throughout Bexar County including a new 7.5 MG ground storage tank, new 55 MGD booster pump station equipped with adjustable frequency drives (AFDs), new surge tanks, control valves and structures, concrete foundations, large diameter steel yard piping, cathodic protection, electrical and instrumentation equipment including new additional transformers, heating, ventilation, and air conditioning (HVAC) improvements to existing building and other site improvements  for a complete in-place facility for the Water Resources Integration Program (WRIP) Phase 2 Pump Station Improvements Project, SAWS Job No. 16-8604.

A non-mandatory pre-proposal WebEx meeting will be held at 2:00 PM (CT) on June 25, 2020.

Answers to the questions will be posted to the web site by 10:00 SM (CT) on July 2 7, 2020 as a separate document or included as part of an addendum. Be advised that firms responding to this RFCSP (Respondents) are prohibited from communicating with any other SAWS staff, the Consultant, the Developer, or COSA officials regarding this RFCSP up until the contract is awarded as outlined in the Instructions to Respondents.

Due to the COVID-19 emergency and to protect the health of the public, SAWS is implementing new procedures for the submission of Proposals. Proposals will be received either Electronically or through Sealed Proposals, until 10:00 AM (CDT), July 10 16, 2020.  Electronic Proposals will be received via the secure SAWS FTP site. Sealed Proposals will be received by Contract Administration, 2800 U.S. Hwy 281 North, Tower II, Customer Center Building, via a drop box located on the left wall when walking through the first set of double glass doors of the main Tower II entry on the north side of the building, San Antonio, Texas 78212. See the Electronic Bid Opening Instructions attachment for additional information regarding an electronic bid submittal.  Electronic Proposals shall be accompanied by a bid bond in an amount not less than five percent of the total bid price. (Or, if providing SAWS with a cashier's check or certified check in an amount not less than five percent of the total proposal price, SAWS will request this within 24 hours from the apparent low bidder.  Sealed Proposals must be accompanied by a cashier's check, certified check, or bid bond in an amount not less than five percent of the total Proposal price. Proposals will then be publicly opened and read aloud by Contract Administration via WebEx. 

If Respondent intend to submit proposal electronically, Respondent will need to submit a request by July 9 15, 2020 by 10:00 AM CDT to receive access to the File Transfer Protocol (FTP) site via email to Stella.Manzello@saws.org.  Respondent's email requesting access to the FTP site shall provide the legal name of Respondent's company and the intended recipient’s email address and phone number.  No requests for FTP site access will be accepted after July 9 15, 2020 by 10:00 AM (CDT).
