Lease of Transferable Edwards Aquifer Authority Groundwater Withdrawal Rights

The San Antonio Water System (“SAWS”) is soliciting bids for permitted transferable Edwards Aquifer Authority (“EAA”) groundwater withdrawal rights. Types of transferable EAA groundwater rights are designated by the EAA as industrial, municipal or Unrestricted Irrigation Groundwater (“UIG”). SAWS cannot accept groundwater rights from the portion of Initial Regular Permit’s designated by the EAA as Base Irrigation Groundwater (“BIG”).

The goal of this bid solicitation is to acquire Edwards Aquifer groundwater permits for leases beginning on January 1, 2022 and/or January 1, 2023 each for a term of 5 years. All submittals should be 20 acre-feet or more.

Submittal packages will be mailed, e-mailed, faxed or by other means upon request but are also accessible via SAWS website at www.saws.org under Business Center and Contract Solicitations. Offers are due no later than 2:00 p.m. (Central Time), July 26, 2019 for the initial bid opening and then bi-weekly on a continual basis until the desired volume is achieved.
