1. What's new is SAWS Contract and Project Management System?

San Antonio Water System Contract and Project Management System (CPMS) will manage the planning and lifecycle of projects from project initiation to project closeout.

2. Who does this new system affect?

Effective today, all new requests for professional services solicitations and construction bidding, contract execution and new projects will be fully managed in the CPMS. Projects Managers will be contacted over the next several months as their contract is migrated and their consultants and contractors are trained to use CPMS for existing projects.

3. What does this mean for existing contracts with SAWS?

If you currently have a contract with SAWS, the contracting department will contact you directly about contract migration into the new system beginning this summer. Training will be offered to all contactors and consultants affected by the program implementation.

4. Are all contracts affected?

No, contracts that will close in the next 90 days will not be migrated to CPMS; contracts that will be active beyond 90 days will be migrated to CPMS, and the consultants and contractors who hold these contracts will be notified by SAWS when the contract(s) are to be moved and schedule them for training on the new system.

    Yes, once an existing contract is migrated to CPMS, invoices will be processed through the system — electronically.

    7. What are some notable changes?

    The new system, for the most part, is paperless. All invoices, RFIs, RFPs and change orders will be submitted through CPMS, a web-based application. Manual paper approvals are replaced by electronic workflows.
