TxDOT Utility Installation Requests

All utility installation requests for water and sewer improvements within the Texas Department of Transportation Right-of-Way must be submitted through the TxDOT Utility Installation Review (UIR) system online.

A few representatives from your company will be required to obtain access to the UIR system if you require a TxDOT utility installation request, or may need a utility installation request in the future for a developer project involving SAWS service(s). Please determine a small group of individuals from your company (additional users can be added later, if needed) and provide the following information to set up a UIR user account for SAWS projects:

  • Engineering Firm name and mailing address:
  • Phone Number:
  • Mobile Number: (optional)
  • Fax Number: (optional)
  • Email address:
  • Logon ID:

  • Note: A system generated password will be sent to the user.
After receiving your TxDOT UIR user account, please follow the same previous process to obtain a SAWS GCP or Counter Permit. However, you will no longer need to hand-carry your plans to TxDOT. After SAWS' normal review and approval process, now you will simply upload your plans through TxDOT's UIR system. SAWS staff will then validate your submittal. After approval from SAWS, the submittal will be forwarded to TxDOT for final review and acceptance.
