REQUEST FOR QUALIFICATIONS

The San Antonio Water System (SAWS) is soliciting statements of qualifications (SOQs) from interested Design-Build firms to design and construct a new Administration Building with related site improvements and site demolition which comprise the SAWS’ Phase 4 Service Center Project: Leon Creek Water Recycling Center Facility Improvements Design-Build Project. The new Administration Building will serve as office space for field operations staff and will include a process lab. This facility may also function in the future as a dispatch center for various work crews, so the facility must be properly sited with building and parking expansion taken into consideration. This Request for Qualifications invites Respondents to submit their SOQs describing in detail their technical and financial qualifications to serve as the DB firm for this Project.

A non-mandatory pre-proposal WebEx meeting will be held at 10:00 AM (CDT) June 7, 2023.

Answers to the questions will be posted to the web site by 4:00 PM (CDT) on June 12, 2023, as a separate document or included as part of an addendum. Be advised that firms responding to this RFQ are prohibited from communicating with any other SAWS staff, the Program Manager, or COSA officials regarding this RFQ up until the contract is awarded.

Respondents will need to submit a request by June 25 27 July 5 July 10, 2023, by 2:00 PM 10:00 AM CDT to receive access to the File Transfer Protocol (FTP) site via email to Roxanne.Lockhart@saws.org. Respondent’s email requesting access to the FTP site shall provide the legal name of Respondent’s company and the intended recipient’s email address and phone number. No requests for FTP site access will be accepted after June 25 27  July 5 July 10, 2023, by 2:00 PM 10:00 AM (CDT).

Proposals will be received electronically via SAWS’ secure FTP site until 2:00 PM 10:00 AM (CDT) on June 26 28 July 6 11, 2023.
