INVITATION TO BIDDERS 

Solicitation No. CO-00466 

Sealed bids are requested by the San Antonio Water System for the construction of the Small Diameter Capacity Constraints I Project, SAWS Job No. 19-4526, for the replacement of approximately 13,500 LF of small diameter sanitary sewer by Open Cut and boring Construction methods, installation of new manholes, rehabilitation of existing manholes, and two siphon structures at 8 project sites.

Site-1: Babcock Rd: The existing 8-inch Vitrified Clay sanitary sewer pipe has depths of 0-5 vertical feet will be replaced with a 12-inch sanitary sewer line of varying slopes, a total of approximately 556 LF using open cut excavation method.

Site-2: Jackson-Keller: This site includes 20 LF of 15-inch and 14 LF of 10-inch interconnections at two locations by open cut construction method at a depth of 7-18 vertical feet. The construction also includes abandonment sanitary sewer manholes, sewer mains and siphon piping and siphon manholes.

Site-3: Midcrown Drive: Approximately 1,216 LF of existing 10-inch sewer line need to be replaced with 12-inch and 15-inch sewer lines. The construction also includes 115 LF of 30-inch steel casing by boring at the creek crossing.

Site-4: N. Flores & Huisache: Approximately 534 LF of existing 8-inch line will be replaced with 12-inch line at a depth of 8-14 vertical feet. Work in alley with nearby power poles requires coordination with CPS.

Site-5: Beryl St: The existing 10-inch line needs to be upgraded to 15-inch line. The piping upsize will be by open cut construction at a depth of 6-11 vertical feet. The proposed 15-inch line that will cross beneath the concrete drainage channel at Eland Drive will connect to an existing 15-inch line thru opencut installation and replacement of drainage segment. The improvements at this site include 2,865 LF of 15- inch line and 289 LF of 30-inch steel casing for water line crossings.

Site-6: Wilson & Manor Drive: Approximately 1,100 LF of 8-inch line will be replaced with 15-inch line by open cut construction at a depth of 7-12 vertical feet. Construction work includes work in alleys and require coordination with CPS for pole bracing.

Site-7: Piedmont Site: A new siphon is proposed to cross beneath the existing box culverts at Lennon and Merrimac Ct nearby the existing siphon. The site improvements include approximately 3,394 LF of 12-inch sewer line and 1,365 LF of 8-inch sewer line by opencut construction. The sewer line installation shall be accomplished at varying depth of cut from 8 feet to 23 feet (23 feet depth of cut of approx. 300 LF). Sewer line installation within a 15-inch steel casing for drainage crossings.

Site-8: Yolanda Site: The proposed improvements include abandoning the existing siphon on Yolanda & Bernice St. and installation of approximately 1,302 LF of 15-inch and 1,230 LF of 8-inch sewer line and one new siphon on Aurora and Yolanda. The depth of cut ranges from 7 feet to 18 feet. 60 LF of sewer line installation within a 18-inch steel casing due to proximity to CPS towers.

Please be advised that Bidders are prohibited from communicating with any other SAWS staff, the Consultant, the Developer, or City of San Antonio officials regarding this IFB up until the contract is awarded as outlined in the Instructions to Bidders.

Due to the COVID-19 emergency and to protect the health of the public, SAWS is implementing new procedures for the submission of bids. Bids will be received either Electronically or through Sealed bids, until 10:00 AM (CDT), October 29, 2021Electronic bids will be received via the secure SAWS FTP site. Sealed bids will be received by Contract Administration, 2800 U.S. Hwy 281 North, Tower II, Customer Center Building, via a drop box located on the left wall when walking through the first set of double glass doors of the main Tower II entry on the north side of the building, San Antonio, Texas 78212. See the Electronic Bid Opening Instructions attachment for additional information regarding an electronic bid submittal. Electronic bids shall be accompanied by a bid bond in an amount not less than five percent of the total bid price. (Or, if providing SAWS with a cashier's check or certified check in an amount not less than five percent of the total bid price, SAWS will request this within 24 hours from the apparent low bidder. Sealed bids must be accompanied by a cashier's check, certified check, or bid bond in an amount not less than five percent of the total bid price. Bids will then be publicly opened and read aloud by Contract Administration via WebEx.

If Bidders intend to submit bids electronically, Bidders will need to submit a request by October 28, 2021 10:00 AM CDT to receive access to the File Transfer Protocol (FTP) site via email to roxanne.lockhart@saws.org. Bidder’s email requesting access to the FTP site shall provide the legal name of Bidder’s company and the intended recipient’s email address and phone number. No requests for FTP site access will be accepted after October 28, 2021 10:00 AM (CDT).
